at risk adult with what sounds like  downs syndrome or legitimate mental retardation is calling slurring his words with a heavy lisp talking in baby babble , barely able to understand him, mostly babble and bs. keeps calling with same bs. He has no idea who he is calling and why. When you ask him questions he seems to be unable to understand anything. Not sure he understands what he is doing.
